Introduction

The ISLE-PACT project is committed to developing Local Sustainable Energy Action Plans with the aim of meeting or exceeding the EU sustainability objectives set by the EU for 2020, reducing the CO2 emissions by at least 20%.  The project duration is 34 months, 1 February 2010 – 30 November 2012.   The project's coordinator is the Comhairle nan Eilean Siar (CnES) – The Outer Hebrides of Scotland. The project is co-financed by the European Commission, Directorate General for Energy.

The project partners show their political engagement to the project objectives by signing "The Pact of Islands", a three-page document that specifies the individual commitments that are to be made by European island authorities in order to achieve the EU sustainability objectives set for the year 2020.

7th Project Meeting 19-20 November 2012 - Brussels

The seventh and last project meeting of the ISLE-PACT project took place in Brussels on 19 and 20 November 2012.  This meeting was the occasion for the Islepact partners to present their work during the last months of the project and to discuss the any remaining issues that need to be rectified by the end of the project on 30 November.

 
Pact of Islands: 2nd ISLEPACT European Conference 21 November 2012 - Brussels

The 2nd European Conference of the Islepact project was held in the Charlemagne Building in Brussels on 21 November 2012.

In the morning, officials from the European institutions and island authorities together with representatives from organisations associated with the project introduced the context of the Islepact project and the Pact of Islands process.

During the second part of the conference, all groups of islands involved in the project presented the achievements of ISLEPACT through the implementation of their own ISEAP (Island Sustainable Energy Plans) and their first results. The last part of the conference was the round table discussion dedicated to the future of the Pact of Islands beyond 2012.

Mr Adam Szolyak, DG ENER, underlined the need to turn the challenges of the present financial crisis in Europe into opportunities for sustainable growth. He mentioned that there is "no magic box to finance every initiative" there is, however, a number of EU programmes that can provide funding with the view to helping all European communities, including island communities to promote and invest in energy efficiency, renewable energy and sustainable transport projects.
Mr Szolyak also reminded the audience on the possible synergies between the Pact of Islands and the Covenant of Mayors, two parallel initiatives with very similar objectives.
At the end of the Round Table Councillor Angus Campbell from the Outer Hebrides of Scotland encouraged all island authorities to continue supporting and providing funding for noble causes such as sustainable energy and transport investments showing that European island communities can be at the forefront of the fight against climate change.

Three new signatories of the Pact of Islands

Three Greek islands  signed the Pact of Islands on 21 November 2012 during the 2nd Islepact European Conference in Brussels:
·         Municipality of Amorgos
·         Municipalities of Antiparos
·         Municipality of Sikinos

Achievements of the project

The Isle Pact project ended on 30 November 2012. During the 34 months of the project, 65 European island communities representing 10 member states signed the Pact of Islands and committed to producing Islands Sustainable Energy Action Plans (ISEAPs)and a pipeline of bankable projects.
 
53 ISEAPs were produced during the life of the project proposing a variety of actions to help islands in their contribution in the fight against global warming.
 
After careful screening for bankability over 100 projects, 53 projects were selected for further analysis and are now at a phase of applying for financing. Several of these projects are already under discussion with local and national financial institutions.

In the library, you can find all tools developed under the framework of the project.
All these tools are public and should be used by any island authority which wishes to join the Pact of Islands process.
 
Most of the tools are available in all the languages of the Isle Pact project.
 
Below you will find the link to the list of the projects the partners identified and analysed for bankability as part of their investment portfolio that will allow them to achieve a minimum of 20% CO2 reductions by 2020.
