Introduction

The ISLE-PACT project is committed to developing Local Sustainable Energy Action Plans with the aim of meeting or exceeding the EU sustainability objectives set by the EU for 2020, reducing the CO2 emissions by at least 20%.  The project duration is 34 months, 1 February 2010 – 30 November 2012.   The project's coordinator is the Comhairle nan Eilean Siar (CnES) – The Outer Hebrides of Scotland. The project is co-financed by the European Commission, Directorate General for Energy.

The project partners show their political engagement to the project objectives by signing "The Pact of Islands", a three-page document that specifies the individual commitments that are to be made by European island authorities in order to achieve the EU sustainability objectives set for the year 2020.

The Pact of Islands becomes an official European Union initiative

The Written Declaration on the establishment of the Pact of Islands as an official European Union initiative has been adopted by the European Parliament (EP) on 19th of January 2012 with 388 signatures from members of the EP. The initiative was launched by MEPs Spyros Danellis (GR), Maria Da Graça Carvalho (PT), Giommaria Uggias (IT), Alyn Smith (UK) and Kyriacos Mavronikolas (CY), on 12 September 2011 in order to promote the Pact of Islands as an EU initiative and create the conditions for the continuation of the ISLE-PACT process after 2012.

The fifth project meeting of the ISLE-PACT project took place in the ITC- Instituto Technologicode Canarias premises, on the island of Gran Canaria, from the 27th to 29th of February 2012.  The work progress was presented and discussed in detail as well as the work to be performed in the last months of the project which will be completed by the 30th of November 2012.

Project Team in front of the "Instituto Technologico de Canarias"

Bengt-Olof Grahn, representing Gotland and WP5 leader conducted a workshop regarding the use of "Guides" (available here) in order to be able to perform environmental and socio-economic assessment of the implementation of the action plans. He explained, with the help of the training material, how to use the tools and also how to make both a preliminary assessment and an in-depth assessment.

The meeting was also a good opportunity to visit ITC facilities at the algae farm and laboratory.

Pact of Islands Conference 2 March 2012 Fuerteventura

On the 2nd of March 2012, José Miguel Perez, Vice‐President of the Canary Islands Government and Minister of Education, Universities and Sustainability of the Canary Islands Government, and Margarita Ramos, Minister of Employment, Industry and Trade, chaired the opening ceremony of the Pact of Islands Conference on the European Islands' contribution to the EU sustainable energy development objectives, held on the island of Fuerteventura with the participation of representatives from 11 European island regions.

6th Project Meeting 29-30 May 2012 - Brussels

The sixth project meeting of the ISLE-PACT project took place in the Islepact Brussels office on the 29th and 30th of May 2012. The main subject of the meeting was the need for a project extension in order to complete the work. Thus, the partnership decided to postpone the end of the project from the 31st of July to the 30th of November 2012.  This extension has been approved by the European Commission.
2nd Forum of the Outermost Regions 2-3 July 2012 - Brussels

The second European Forum of the Outermost Regions (OR) was held in Brussels on 2-3 July, 2012 and gave centre stage to the eight regions eligible for this specific status in the EU. This event provided a forum for debate involving the principle players in the ORs, their Member States (France, Spain and Portugal) and EU institutions. The renewed strategy recently proposed by the European Commission for these regions offered a basis for discussion. Building on the first Forum held in 2010, the aim of this biennial Forum is to raise the profile of the ORs within Europe by highlighting their strengths and potential.

The opening speech of Mr Barroso is available here.

Pact of Islands Conference in November 2012

As the project duration has been extended to 30 November 2012, the Islepact team made the decision to postpone the second Pact of Islands Conference to 21 November 2012. More information will be available soon on the Islepact website.
