The project work has been structured in eight Work Packages. 

• WP1: Coordination/Management of the project
• WP2: Political commitment - The Pact of Islands - by participating Island authorities towards the overal goal to decrease the CO₂ emissions by at least 20% by 2020
• WP3: Island Sustainable Energy Action Plans (ISEAPs): Develop and implement the Island Sustainable Energy Plans - ISEAPs in the participating islands
• WP4: Monitoring mechanisms: monitoring the implementation of ISEAPs and CO₂ emissions to the year 2020.  
• WP5: Sensitivity analysis: assessment of the environmental, social and economic impact of increased penetration of renewable energy sources and energy efficiency among participating Islands.
• WP6: Projects pipeline: identify and develop the pipeline of bankable projects among the participating Islands addressing renewable energy and energy efficiency.
• WP7: Financing tools: develop/implement targeted financial instruments to support wider penetration of renewable energy technologies and energy efficiency measures on the participating islands, to enable fulfillment of the political commitment.
• WP8: Networking and communication: develop a networking and communication plan in order to secure the visibility, support and increased awareness about renewable energy and energy efficiency.
